In Cambodia, influence from powerful government VIPs are being used in several ways, this is tantamount to using Yantra (Khmer magic symbols) to protect oneself or to protect one’s business interest as well as to protect personal misdeeds. Those who depend on the power of the gov’t VIPs include their children, their relatives, their friends and especially those who are around these VIPS, such as their advisers, etc… Some wield this influence to scare off the authorities to prevent them from interrupting their business, while others are using this influence to simply cheat others.
In Cambodia, the use of the influence of powerful officials to protect personal interests can be easily seen and this is nothing new either. The wielding of the influence of powerful government officials to protect one’s interest takes many forms.
First of all, one can easily observe that many restaurants, working places or private companies proudly display photos of the business owners standing next to powerful government officials. These businesses are not displaying these photos as a decoration, but as a shield to protect themselves.
In general, the main use of these photos is to prevent local authorities or tax collectors from coming to ask them for [tea] money. In fact, these photos not only shield the businesses from the local or governmental authorities, but they also drive away thieves or thugs who would normally come to disturb these businesses.
The influence of the high-ranking or powerful government officials is also used during incidents as well. For example, during traffic accidents, those who have powerful backing usually would call in to seek for intervention rather than trying to find a peaceful resolution to the case, even in minor accident cases. In some cases, those involved in these accidents even threaten police officers by using the names of high-ranking government officials to shield themselves. These cases create a lot of headache for the cops and they also constitute the source of impunity.
The above cases are not the only ones, those who surround powerful government officials use the latter’s names as backing for their personal gains. Some even use the names of the powerful officials to shield trucks transporting [illegal] logs, while others use their names for drug trafficking or to earn commissions when large businesses are opened.
In general, no authority or cops dare touch those surrounding the powerful government officials. Nevertheless, a few [of these crooks] tripped and go caught when their excess can no longer be hidden from their bosses. In other instances, businessmen are abusing by using their titles as advisers to high-ranking government officials. In summary, the wielding of the influence of the powerful government officials is a popular practice in order to rake in personal gains.
These instances shed negative impact on the Cambodian society and political arena. First, it clearly shows the anarchy in the wielding of influence, so much so that it becomes difficult for the lower level authorities and cops to take any measures against the misdeeds perpetrated by those who depend on the backing of the powerful government officials, unless these lower officials are ordered directly to do so by their bosses. Furthermore, the lower ranking officials are more afraid of individuals than they are afraid of the law.
This situation generates intractable problems, including a number of land dispute problems. Secondly, these problems affect the renown of the government, in particular, the renown of the ruling [CPP] party itself as they generate hatred by the population. Thirdly, these problems set a bad example to the public in general regarding the application of the law.
Under this condition, high ranking government officials should pay close attention to these problems because they could greatly affect the popularity of the ruling [CPP] party. As to those who like to use the influence of the powerful government officials for personal gain, it is time for them to drop this habit because several examples have shown that these misdeeds cannot escape from the hands of law, it is only a matter of time.

នៅកម្ពុជា ឥទ្ធិពលរបស់អ្នកធំត្រូវបានគេប្រើប្រាស់តាមរូបភាពជាច្រើនប្រៀប បានទៅនឹងយ័ន្តដើម្បីការពារខ្លួន ឬការពារមុខរបររបស់ខ្លួន រាប់ទាំងការពារអំពើទុច្ចរិតរបស់បុគ្គលមួយចំនួនផង។អ្នកដែលចូលចិត្តប្រើប្រាស់ឥទ្ធិពលរបស់អ្នកមានអំណាចមានតាំងពីកូន ចៅ និងក្រុមគ្រួសាររបស់អ្នកធំ រហូតដល់មិត្តភ័ក្តិ និងជាពិសេសអ្នកនៅក្បែរអ្នកធំតែម្តងដូចជាទីប្រឹក្សាឬជំនួយការ ជាដើម។ មានអ្នកខ្លះប្រើប្រាស់ឥទ្ធិពលរបស់មន្ត្រីធំៗដើម្បីកម្លាច អាជ្ញាធរពាក់ព័ន្ធកុំឲ្យរំខានរបររកស៊ីរបស់ខ្លួន អ្នកខ្លះទៀតយកឈ្មោះអ្នកធំទៅបោកប្រាស់គេតែម្តង។
នៅកម្ពុជា ការប្រើប្រាស់ឥទ្ធិពលមន្ត្រីមានអំណាចដើម្បីការពារផលប្រយោជន៍ផ្ទាល់ខ្លួនមិនពិបាកនឹងមើលឃើញឡើយ ហើយក៏មិនមែនជារឿងថ្មីដែរ។ ការប្រើប្រាស់ឥទ្ធិពលមន្ត្រីធំៗដើម្បីការពារផលប្រយោជន៍បានធ្វើឡើងក្រោមរូបភាពច្រើនយ៉ាង។
ជាបឋម គេសង្កេតឃើញ មានភោជនីយដ្ឋាន សិប្បកម្ម ឬក្រុមហ៊ុនឯកជនជាច្រើន បានដាក់តាំងសម្ញែង រូបថតដែលម្ចាស់អាជីវកម្មទាំងនោះបានថតជាមួយអ្នកធំ។ រូបថតទាំងនោះមិនមែនគ្រាន់តែជាការតាំងលម្អធម្មតាឡើយ ប៉ុន្តែ វាគឺជាអាវក្រោះដើម្បីការពារអាជីវកម្មរបស់ពួកគេ។
ជាទូទៅ ផលប្រយោជន៍សំខាន់ដែលទទួលពីរូបភាពនេះគឺដើម្បីការពារមិនឲ្យអាជ្ញាធរដែនដីមកកោសរូសអាជីវកម្មរបស់ពួកគេរាប់ទាំងភ្នាក់ងារទារពន្ធអាករនានាផង។ កុំថាឡើយតែអាជ្ញាធរដែនដីឬភ្នាក់ងាររដ្ឋនានា សូម្បីតែចោរឬជនអន្ធពាលទាំងឡាយដែលចូលចិត្តអុក ឡុករករឿងគេឯងនោះក៏ត្រូវបរវាសចៀសឆ្ងាយដែរ។
ឥទ្ធិពលរបស់អ្នកធំឬអ្នកមានអំណាចក៏ត្រូវបានគេប្រើប្រាស់ផងដែរនៅពេលដែលមានគ្រោះអាសន្នផ្សេងៗ។ ជាក់ស្តែង នៅពេលមានគ្រោះថ្នាក់ចរាចរណ៍កើតឡើងក្រុមអ្នកមានខ្នងបង្អែកតែងតែទូរស័ព្ទឆ្វាត់ឆ្វែងទៅរកកិច្ចអន្តរាគមន៍ដោយមិនព្រមដោះស្រាយបញ្ហាដោយសន្តិវិធីឡើយបើទោះបីជារឿងតូចតាចក៏ដោយ។ ពេលខ្លះ ពួកអ្នកទាំងនោះថែមទាំងគំរាមសមត្ថកិច្ចប៉ូលិសដោយយកឈ្មោះអ្នកធំមកបាំងទៀតផង។ ករណីបែបនេះក៏បានធ្វើឲ្យសមត្ថកិច្ចឈឺក្បាលមិនស្ទើរដែរ ហើយវាក៏ជាប្រភពនៃអំពើនិទ្ទណ្ឌភាព។
នៅមិនទាន់អស់ទេ ក្រុមអ្នកនៅក្បែរខ្លួនអ្នកធំមួយចំនួនទៀតបានឆ្លៀតយកឈ្មោះមន្ត្រីដែលមានឥទ្ធិពលជាខ្នងបង្អែកដើម្បីទាញយកផលចំណេញតាមគ្រប់រូបភាពដែលអាចធ្វើបាន។ អ្នកខ្លះយកឈ្មោះអ្នកធំទៅកាងឡានដឹកឈើ អ្នកខ្លះប្រើប្រាស់ឥទ្ធិពលអ្នកធំទៅជួញដូរគ្រឿងញៀន ឬរត់ការបើកអាជីវកម្មធំៗដើម្បីទទួលបានប្រាក់កម្រៃជើងសាយ៉ាងក្រាស់ក្រែល។
ជាទូទៅ អ្នកជិតស្និទ្ធជាមួយមន្ត្រីធំៗដែលមានឥទ្ធិពល គ្មានអាជ្ញាធរមានសមត្ថកិច្ចណាហ៊ានប៉ះពាល់ឡើយ។ យ៉ាងណាក៏ដោយ ពេលខ្លះ ក៏មានអ្នកភ្លាត់ស្នៀតត្រូវគេចាប់ខ្លួនជាហូរហែនៅពេលដែលសកម្មភាពនោះខ្លាំងហួសហេតុ និងបានបែកធ្លាយដល់ថ្នាក់លើ។ មានអ្នកខ្លះទៀតគឺជាឈ្មួញអាជីវករសុទ្ធសាធ តែមានឋានៈជាទីប្រឹក្សាអ្នកធំ។ ឋានៈនេះជាយ័ន្តជួយការពារអាជីវកម្មនិងមុខជំនួញរបស់ពួកគេយ៉ាងមានប្រសិទ្ធិភាព។ និយាយដោយខ្លី ឥទ្ធិពលរបស់អ្នកធំបាននិងកំពុងត្រូវបានគេប្រើប្រាស់យ៉ាងពេញនិយម ដើម្បីទាញយកផលប្រយោជន៍តាមគ្រប់រូបភាព។
ព្រឹត្តិការណ៍នេះបានជះឥទ្ធិពលអវិជ្ជមានច្រើនយ៉ាងដល់សង្គម និងឆាកនយោបាយប្រទេសកម្ពុជា។ ទី១ វាបានបង្ហាញពីភាពអនាធិបតេយ្យមួយនៅក្នុងការប្រើប្រាស់សិទ្ធិអំណាចដែលពិបាកគ្រប់គ្រងពីព្រោះថាអាជ្ញាធរឬសមត្ថកិច្ចតូចតាចដែលមានទម្លាប់ខ្លាចបុគ្គលជាងខ្លាចច្បាប់មិនហ៊ានចាត់វិធានការប្រឆាំងអ្នកចូលចិត្តប្រើខ្នងបង្អែកទាំងនោះឡើយបើទោះបីជាពួកគេប្រព្រឹត្តខុសក្តីលើកលែងតែមានបទបញ្ជាពីថ្នាក់លើ។
រឿងនេះក៏ជាប្រភពនៃបញ្ហាស្មុគស្មាញជាច្រើនដែលពិបាកដោះស្រាយរាប់ទាំងបញ្ហាដីធ្លីមួយចំនួនផង។ ទី២ បញ្ហានេះក៏បានធ្វើឲ្យប៉ះពាល់ដល់កេរ្តិ៍ឈ្មោះរបស់រដ្ឋាភិបាល ជាពិសេសកេរ្តិ៍ឈ្មោះរបស់គណបក្សកាន់អំណាចតែម្តងតាមរយៈការថ្នាំងថ្នាក់របស់មហាជន។ និងទី៣ វាជាគំរូអាក្រក់មួយដល់មហាជនជាទូទៅសម្រាប់ការអនុវត្តច្បាប់។
ក្នុងបរិបទនេះ មន្ត្រីធំៗក្នុងរដ្ឋាភិបាលគួរតែចាប់អារម្មណ៍អំពីរឿងនេះពីព្រោះវាបង្កផលអាក្រក់ខ្លាំងណាស់ដល់ប្រជាប្រិយភាពនយោបាយរបស់គណបក្សកាន់អំណាច។ រីឯអ្នកដែលចូលចិត្តប្រើឥទ្ធិពលអ្នកធំដើម្បីផលប្រយោជន៍ក៏គួរតែបញ្ឈប់ទម្លាប់នេះដែរពីព្រោះមានគំរូជាច្រើនហើយថា អំពើអាក្រក់មិនគេចផុតពីសំណាញ់ច្បាប់ឡើយគ្រាន់តែយូរ និងឆាប់តែប៉ុណ្ណោះ៕
